“New Tools” Infrastructure and Redevelopment Bills May Stall Again

Governor’s Office Requests Authors to Hold Bills; Decisions Pending

Following the demise of redevelopment legislators have been busy crafting bills allowing the use of tax increment for infrastructure or redevelopment purposes as partial replacement tools. The Governor vetoed three such measures last session with his office signaling to bill authors that their legislation could once again experience a similar fate.

Veto Requests Needed for Onerous Local Economic Development Reporting Bill

Local governments have lost two primary economic development tools, redevelopment agencies and enterprise zones, as the result of legislative action in recent years. AB 562 (Williams), currently pending on the Governor’s desk, would further bog down remaining local efforts with additional local economic reporting and tracking requirements.

Late Amendments Could Alter Existing Solar Contracts

 Last minute amendments to AB 327 (Perea) allow the Public Utilities Commission (PUC) to change the terms of an existing Net Energy Metering (NEM) contract after 2020. NEM contracts affected by this bill are those agreements between investor-owned utilities and customer-owned renewable energy systems.
