League Priority Bill Update, Sept. 29

Approximately 216 bills currently await Gov. Jerry Brown’s action before tomorrow’s Sept. 30 signing deadline. Of those bills, 11 League-supported bills and five League-opposed bills remain pending on the Governor’s desk. As of Monday afternoon, the Governor had signed 12 League-supported bills, signed three League-opposed bills and vetoed three League-supported bills.

The Strategic Growth Council last week released preliminary draft guidelines for the Affordable Housing and Sustainable Communities (AHSC) program that will be funded by Cap-and-Trade auction revenues. The program has been split into two components: the main AHSC program, and the Sustainable Agricultural Land Conservation (SALC) program.

Cities Encouraged to Provide Input to Air Resources Board on Cap-and-Trade Transportation Projects

The FY 2014-15 state budget provides funding from the state’s share of Cap-and-Trade auction proceeds for low carbon transportation projects that reduce greenhouse gas (GHG) emissions primarily in disadvantaged communities. The Air Resources Board (ARB) is seeking input on transportation projects funded by these proceeds.
