More than 400 Members Attended the League’s New Mayors and Council Members Academy in Sacramento

League Officers Met with Legislative Leaders and Staff to Discuss League Goals in 2019

Last week, the League of California Cities® welcomed more than 400 newly elected city officials to its New Mayors and Council Members Academy, the first event in a lineup of comprehensive and valuable educational programs for city officials throughout 2019. 
 
The League expanded the Academy to two locations this year, last week in Sacramento and Jan. 30 – Feb. 1 in Irvine. This is the first time the League has provided this opportunity in multiple locations, and both locations sold out quickly.  
 
City officials from throughout the state traveled to Sacramento for the three-day event designed to give newly elected city officials the information and skills they need to provide a toolkit of skills to govern effectively, plan for their city’s future, manage funds, and foster community and staff relationships to successfully lead their cities.
 
The conference covers a wide range of policy topics and city council procedures as well as the state-required AB 1234 ethics training. Other sessions focused on:
  • Land use policy;
  • Legal powers and obligations;
  • City council/city manager staff relationships;
  • Effective meeting running techniques;
  • Communications; and
  • Local government finance.  
League President and Grass Valley Council Member Jan Arbuckle welcomed the new mayors and council members Wednesday morning and congratulated them on their election. She added that stepping up to serve their communities is an important role and emphasized that newly elected officials should take advantage of all League resources to help guide them as they get started on their journey.  
 
League Executive Director Carolyn Coleman followed President Arbuckle in welcoming city officials to Sacramento and thanked them for their dedication to public service and their decision to attend this comprehensive training available to city officials. She briefed attendees on how involvement in League programs can help city officials successfully serve their communities.
 
On Thursday morning, each of the League’s advocacy team provided a brief overview of key legislative policy issue areas, and highlighted the League’s priorities for 2019, as adopted by the board of directors. Additionally, League President Arbuckle and Executive Director Coleman covered the various aspects of the League and how city officials can become involved.
 
The event wrapped up on Friday with an ethics training followed by a mayor’s roundtable, where the panelists shared experiences of leadership challenges and the value of team building.

League Officers Attend Meetings in the Capitol
 
League President Arbuckle, First Vice President Randon Lane, Second Vice President John Dunbar, Immediate Past President Rich Garbarino, Executive Director Coleman and Deputy Executive Director Dan Carrigg on Wednesday met with Gov. Gavin Newsom’s chief of staff Ann O’ Leary and several legislative leaders and their representatives. The series of meetings provided an opportunity for the League’s leaders to discuss city priorities, the League’s 2019 Strategic Goals and hear from the Governor’s staff and legislators about their policy agenda’s for the year.
 
Along with the Governor’s chief of staff, League officers met with:
  • Sen. Anthony Portantino, chair of the Senate Appropriations Committee (D – La Cañada Flintridge);
  • Stephanie Park, policy consultant for Senate President pro Tempore Toni Atkins (D – San Diego);
  • Marcie Frost, CalPERS CEO;
  • Assembly Member David Chiu, chair of the Assembly Housing and Community Development Committee (D – San Francisco);
  • Assembly Member Cecilia Aguiar-Curry, chair of the Assembly Local Government Committee (D – Winters);
  • Les Spahnn, legislative director for Sen. Bill Dodd, chair of the Senate Governmental Organization Committee (D – Napa);
  • Sen. Jim Beall, chair of the Senate Transportation Committee (D – San José); and
  • Assembly Speaker Anthony Rendon (D – Lakewood).  
League Policy Committees Hold First Meetings of 2019
 
Also last week in Sacramento, the League’s seven standing policy committees held their first meetings of the year. Approximately 350 city officials serve on these committees. League policy committees meet at least three times annually, with some committees meeting during Annual Conference to review proposed resolutions for the General Assembly.
 
Both days began with joint legislative briefings before the individual committees took up their agenda items for discussion. Friday’s briefing also featured a legislative fiscal update from Ana Matosantos, the Governor’s cabinet secretary. The briefings included a welcome from League President Arbuckle and Executive Director Coleman, followed by a legislative and state budget update by the Deputy Director Carrigg and Michael Coleman, the League’s fiscal advisor.
 
Actions taken by policy committees this week will next go to the League board of directors for review and action. Agendas are available on the League website.
